Those who reject God stagger blindly around in spiritual darkness, doing whatever seems best at the moment. Each individual is his own god, and makes his own rules which results in chaos( thus, many rulers).
The orderly man is the one who has submitted to God's authority.
Job 28:28 And to man He said, Behold, the fear of the Lord, that is wisdom! And to depart from evil is understanding!
The fear of the LORD is the beginning of knowledge: but fools despise wisdom and instruction. Proverbs 1:7
They would have none of my counsel; they despised all my correction, and they shall eat the fruit of their own way, and be filled with their own desires. For the turning away of the simple kills them, and the ease of fools destroys them. But whoever listens to me shall dwell safely, and shall be quiet from fear of evil. Proverbs 1:30-33
In addition, or something less than an addition: I have seen two interpretations of this verse. One that there are many rulers in quantiy and one that there are many successive rulers. You can contemplate that the many rulers in quantity are necessary to keep the peace in a rebellious, immoral society. In the latter, you can surmise that the offices of the rulers have broken down and people set up their leaders and depose them based upon whims.
...and then there is the whole anarchy thing that follows right on that... eeewww.
